Does the regulator serve the same purpose as a pressure reducer—can it create a slower, steady flow more than 30s?

Just wondering if it would make sense to get a pressure reducer in addition to the regulator or if that would be redundant

Yes, the regulator is a way to accurately control the output pressure and use a lower psi. You will not need an additional pressure reducer.
